I think it’s about Princess Diana. That’s what immediately came to my mind when I first heard that line.
I take it he means her because she passed away from being in a car accident, and the car accident was caused because her driver was intoxicated while driving, and the driver started speeding, trying to get away from the paps that were chasing her.
